you ask if a state can steal. I am British and live in a country that once ruled the world in the form of the British Empire, an institution based on power. The power to go to another country where they would sack and steal. Nobody could complain because they lacked the power to do so.

But there is a problem with going around the world expecting everybody else to pay your way - and in more recent times, pay for Britain’s debts. The problem is this: there are a good few people, nation states and organisations that do not like being stolen from. These countries may not have the power that Britain has today, but the buying of Britain’s government debt is not something that can be forced on them.
