Inmate education is a very complex issue. Especially, if you factor in that English may not be the first language of many in the inmate population. The "tablets" may have a place or some type of remote video teaching as finding staff to work "inside the walls" may be problematic.
When i was in Jail in Holland for 7 months in 1967, because i had placed a bomb at a monument in Amsterdam of a General, van Heutsz, who had committed Genocide before WW2 in Dutch Indonesia,
i was kept in isolation because i was declared politically contagious, so i found the Prison Library...
Somebody had probably made a gift of his Russian literature. The rest was garbage.
So i read all books of Dostoevsky and other Russian writers.
Until then, after leaving boys' and adventure-books behind me, i had been reading mainly scientific books on Particle Physics and Cosmology.
These books opened up an entirely new world for me.
When i was 12 i knew the Moon was probably torn off the outer layers of Earth by an (almost) collision with another Planet. Not a Gas-ball, like Neptune.
And i am just #ActuallyAutistic...
So i am FLABBERGASTED to read what "US House Science Committee’s space subcommittee" appear to know about their main subject.
Somehow people who can think and understand what they read are filtered out on the way to the top...
It makes it clear, what has to be changed to prevent Earth going under in Chaos.
The Public Prosecutor had guessed that the risk of injury to bystanders was demonstrable and that the Media thought the damage was very low. But the court ruled that there was little chance of passing by at 2am in March.
Hence only for violation of the Weapons Act, not a crime: 7 months.
It may have been to your advantage to be kept out of the General Population? The generalized DUMBING DOWN in the usa appears to have been done by design.
Beyond sad ... I've known several Amish in my day who, of course, only go to school for about 6 years. All of them I've known could add a string of numbers in their head, read whatever I might hand them, calculate how to cut rafters or stairs, build a solid building, and certainly all understood what forces were threats to their community life. They certainly don't get everything right by my standard, but I've always said, they are not all wrong.
I thought of them a while back with the reports of Biden's dog biting spree. It took me back to a poem I'd written about "Amish Guard Dogs." There was a sign on an Amish bakery door that read, "Beware of Dog." The only dog on the farm was an old boy who literally napped by the front door. The only thing you had to "beware" of was not to trip over him. I thought then, "Where your heart is, there shall your dog's be also."
This didn't just happen. There is an agenda in play. And yes, George Carlin was EXCELLENT at diagnosing it. In politics, nothing happens by accident. If it happens, you can bet it was planned that way.

There does seem to be a definite human material component to this, that must be factored in. Something that George Carlin was too stupid to admit and understand.
Let be more explicit, just in case: Whilst the reading proficiency and tests scores are down everywhere, irrespective of the school district or demographics, the demographics of Patterson High School matter. The lack of high school graduates among those demographics 60-70 years ago was blamed on structural racism and lack of access to "good" schools. I'm sorry, but I don't buy it anymore. People from these communities could find work, there were plenty of jobs that didn't require a high school diploma, and there is no evidence that the schooling was worse - if anything, it's probably the opposite especially in districts where there was forced integration. There wasn't massive unemployment, there wasn't massive welfare, and drugs weren't everywhere. I'm all for blaming governments for those problems rather than people, but people need stable families and security more than they need education and political power.
