I think we all know why the West is behind the Russians in military prowess--the US in particular only cares about the profits it can make by selling "the next best thing" weapon-wise to others. Bingo! Adding to that, most of the hypersonic algorithm development programs (that I know of anyways) are run by PhDs from Cornell's aero/astro/mechanical program. So only people who have demonstrated an ability to pay (or have someone else pay) up $50k+ per semester over many years are allowed into the programs. Spending a lot of money is not an indicator of intelligence.
There are many AIAA (aero/astro society) textbooks from the 60s/70s that discuss hypersonics, so it certainly is not a topic that only a very small select priesthood is capable of understanding.
