There is no genetic leadership trait, but perhaps some types of personalities are more conducive to developing leadership skills and abilities. Empathy, reflection, optimism, critical thinking, congruence and humility are amongst true leadership traits. I think all real leaders are driven by a sense of justice.
There are plenty of intelligent people capable of some level of leadership (anybody but sociopaths really), but it is difficult accomplish in the context of a societal structure (capitalism) that facilitates the accumulation of power (corruption), and has a narrative i.e economic, that denies agency and glorifies antisocial behaviour. People are taught to believe that they cannot be leaders, and are certainly not taught the skills they need to be one.
The real trouble starts when people with power like Trump and Musk think they are leaders. Their power is the result of antisocial behaviour that generally precludes leadership. Egomania is not a leadership trait, and they will try to suppress any real leadership that challenges their power. So we have a social system that systematically suppresses real leadership.
I would agree that Xi and Putin are exhibiting leadership skills and abilities, and that they are surrounded by others who do so... look at their diplomats. This strongly indicates a cultural role and context that facilitates, encourages and rewards real leadership. They both seem to be attempting to ferret out internal corruption that prevents or undermines leadership. They now face a challenge as their countries/economic political power grows, to not to let it succumb to that power.
And Lincoln, ‘who got lucky…’, but I’ve got to challenge that conclusion as it sounds like mainstream history. Alternative views from the likes of Thomas DiLorenzo observe Lincoln’s success as far from coincidental, or as ‘lucky’. I would say it's our cultural tendency to follow leaders which has brought us to our current impasse. It's an attempt to abdicate our responsibility for participating in the creation of our society.

They don't control or coerce their people, merely tell them a story which functions as a mirror.
