I suppose the Iranians could have mined some of the Strait, but given that they desired to collect tolls for transit across a couple specific routes, I would tend to doubt that the whole of the Strait is impassable due to Iranian mines. Sounds more like a London Cabal canard to keep the Strait blockaded by denial of shipping insurance.
