The UK cannot produce a leader because said leaders still believe their nation is a great power and everytime they try to act like a great power great leader, the rubber hits the road and no one is paying attention to them, complete cognitive dissonance. The culture shock will be difficult, and they’ll feel like they are living in a fishbowl. Are they real live Nazis? It’s possible. Anything is possible. I doubt they’ll do very much in the way of attracting more people to that creed: hating people in common is a slim basis for ongoing authentic deeply rooted friendships. I find it both ironic and hysterically funny how much the Western press and academia like to denigrate Mr. Putin. What have we in the US to be proud of? Our so called "leader" is Trump. I rest my case.

The only viable, measurable and univocal answer is - by how much he/she improved quality of life for all of its people.

Yes, he made some - from humanitarian standpoint - very questionable policies (namely hard anti lgbt+ stance). If one truly knows and understands slavic culture - that was to be expected. Not justified or praised in any way, simply expected.
